LAW PRACTICE
Charles Freeman serves as senior advisor to the China Alliance and advises clients regarding government relations in the U.S. and China, regulatory and trade matters, and investment strategies in China.  Previous to joining the China Alliance, he was the Assistant U.S. Trade Representative for China Affairs.  With his extensive past experience, Mr. Freeman provides companies and trade organizations with information regarding current trends and changes in U.S. and China policy that may seriously impact businesses worldwide.  He has facilitated access to key government decision makers in North America and China, as well as counseling clients in trade matters, trade disputes, anti-dumping actions and other trade and enforcement matters.  He has also developed strategic planning services to help companies design and implement a China strategy that is responsive to, and takes advantage of, economic policies in both North America and China.

As Assistant USTR for China Affairs, Mr. Freeman was the United States’ chief China trade negotiator, responsible for the development and implementation of the United States’ overall trade policy with respect to China, Taiwan, Hong Kong, Macao and Mongolia.  He served a major role in the Bush Administration’s management of the unique challenges of U.S. trade with China, and its efforts to secure the benefits of China’s World Trade Organization accession for American businesses, workers, farmers and service providers.  Mr. Freeman also played a central role in negotiating with China and solving problems across a wide range of issues, including intellectual property rights protection; financial and non-financial services; tax, industrial standards and technology policies; and agricultural market access.

While at Tufts University, he studied Mandarin Chinese at the Taipei Langauage Institute and was awarded a post-graduate fellowship to study Chinese economic policy at Fudan University in Shanghai, China.

PUBLICATIONS AND PRESENTATIONS
Prior to joining USTR, Mr. Freeman served as International Affairs Counsel to Senator Frank Murkowski of Alaska, then a senior member of the Senate Finance Committee and Chairman of the Senate Committee on Energy, where he worked on a number of trade, foreign relations and international energy matters, with particular focus on East Asia.

In addition to his time in public service, Mr. Freeman has extensive experience in the private and non-profit sectors from prior work as a securities lawyer and venture capitalist in Boston, a Hong Kong-based executive with the International Herald Tribune and director of economic reform programs in China and Taiwan for The Asia Foundation.
